COVID-19 Announcement (UPDATED 10/21/2020)

Carroll County Public Schools (CCPS) have begun operating in a hybrid mode with some students returning to classrooms two days per week, but Carroll County Parks & Rec (CCPR), and by extension Central Carroll Rec Council (CCRC), still does not have access to the gyms at Sandymount and Mechanicsville. CCPR has said that their sponsored programs, including basketball, are cleared for full competition, however, until we are allowed back in the gyms there is no season. 

This of course puts the prospect of a winter basketball program in 2020/21 in jeopardy. We are working to develop a plan for holding a season this academic year if schools open in time. All of these decisions are being continuously reviewed at every level and the guidelines could change with little or no notice. We anticipate a quick start to the program once we gain access to the schools and it is imperative that we have a working list of interested players and coaches.

Program Information

Central Carroll Basketball is a co-ed instructional recreation basketball program that provides an opportunity for boys and girls, grades Kindergarten through 8th grade, to learn the fundamentals of basketball while having fun.

Leagues

The following breakdown of the program into leagues by age group is representative of a typical program year but is dependent upon final enrollment numbers. 

Kindergarten Instructional League
Practice: Sandymount Elementary, days and times TBD.
Coaches will work together to offer instruction through fun activities and skill
challenges. Kids will play in pick-up games on Saturdays.

1st Grade Rookie League
Practices: Sandymount Elementary, days and times TBD.
The league will be divided into 2 groups with each practicing on a designated night.
Coaches will work together to offer instruction through fun activities and skill challenges. Kids will play in pick-up games on Saturdays and then be assigned teams to wrap up the season.

Elementary School League
- 2nd-3rd Grade Division
- 4th-5th Grade Division
Practices: Sandymount Elementary, days and times TBD.
This league is open to boys and girls in the 2nd-5th grades that do NOT play travel basketball.
• Each time will practice 1 weeknight with games on Saturdays starting in January.
• Players must select a minimum of 2 nights for practice availability.
• Players must be evaluated in order to be assigned to a team.

6th-8th Grade Middle School League
Practice: Sandymount Elementary, days and times TBD.
This league is open to boys and girls in the 6rd-8th grades that do NOT play travel basketball.
• Each team will practice 1 weeknight.
• Games are on Saturdays and/or Sundays starting in January.
• Players must be evaluated in order to be assigned to a team.
• Players must select a minimum of 2 nights for practice availability.

Registration Fees

Volunteers Needed - The success and survival of the program is entirely based on parent volunteers. PLEASE consider becoming a head coach this year! As an incentive, we will refund your child’s registration fee if you register (and are accepted) as a head coach in the program.

Due to the COVID-19 pandemic and the impact that has had on school closings, we are unsure if or when school gyms will be open for use.  As a result, we are delaying the collection of registration fees until we can clearly articulate start and end dates for the season, practice and game schedules, and county-mandated COVID-19 precautions.

At the moment we are only asking that you register now to indicate your interest in participating in the program this year.  There is no obligation to participate but registering now ensures that your child(ren) don’t miss out on the chance to play this year as we will move very quickly once the schools are open.  This information is vital for planning purposes as it ultimately dictates how many coaches are needed, how many teams are created, and how the grades are grouped together into leagues.  The goal is to use this data to develop a plan that can be quickly put into action as soon as we have an indication from CCPS and CCRC that the school gyms are available for use.

NOTE: We will keep registration open until we either gain access to the gyms and can schedule the start to the season OR we simply run out of time and are forced to cancel the season.

Practice Availability

Siblings in the same age group will be placed on the same team; however, we will not accept requests to be assigned with coaches or other players.

Players must make a commitment to attend practices which are 1 night per week. Please note the following when considering availability:
• Kindergarteners will practice on Wednesdays 6:00 PM-7:00 PM.
• 1st graders will practice on Tuesdays and Thursday nights 6:00 PM - 7:00 PM.
• 2nd-8th graders must select a minimum of 2 nights for practice availability.

Please provide as much availability as possible to support competitive teams.
• A parent or adult guardian of K-5th graders must remain at practice.
• Siblings of players must remain with adult and are prohibited from playing on the school stage or hallways.

Registration Requirements:
• No travel players are permitted
• Parents of 2nd - 8th graders must attend 1 of 3 Code of Conduct seminars. Dates TBD

2020 Evaluations
CCPS has determined that they will open in a 100% virtual fashion this fall and that they will re-evaluate that decision on or before 10/14/2020.  We expect school gyms to be unavailable to us until the schools are opened for classes. That date will run too close to when we would typically hold evaluations to be practical to execute and so we will forgo evaluations for this season only, and instead will rely on returning coaches experience with returning players to create balanced teams. 

Additional Notes
• We will NOT accept requests to be assigned with coaches or other players.
• We need coaches for all age groups. Please consider volunteering as a coach or assistant coach. It only takes a couple of hours per week. 

Refund Policy
No registration refunds will be issued after October 31, 2020. Any registration refund that is issued will be subject to a $10.00 administrative fee. (All clothing/uniform purchases are final.)
